Drug testing for employees in Egypt has become a fixed step in hiring and promotion in government bodies and many companies. A certificate of non-use is also required when getting a driving license. This guide explains the practical side: who is required to be tested, how the steps run from the first sample to the final result, what to say to the committee about your medicines, and what your rights are if a positive result appears. It is a general information guide; for precise legal details, refer to the official text and your employer.
Who is required to have a drug test for work in Egypt?
Law No. 73 of 2021 regulates the conditions for holding or continuing in a job, and has been applied since the beginning of 2022. According to what has been published about the law and its executive regulations, it covers employees of:
- The state administrative apparatus: ministries, departments, local administration units and public authorities.
- Public business sector and public sector companies, and companies owned by the state or that run public utilities.
- Care and shelter homes, nurseries, schools and private hospitals.
Proof of non-use is required for appointment and contracting, for promotion, secondment, transfer and loan, and for continuing in the job itself. Many other private sector companies require a test before hiring as a condition in the employment contract or company regulations, especially in safety-related jobs such as driving and operating machinery. What follows from the result there is determined by the regulations and the contract.
Drug testing for a driving license
An official certificate proving non-use of narcotic substances has become a condition for getting a driving license, as part of the medical examination organized by decisions issued in 2025. According to what has been published about these decisions, the conditions cover the different license categories, private, professional and motorcycle, unless a different provision applies. The certificate is issued by the medical commission in the governorate or by a medical center accredited by the Ministry of Interior, and it is valid for a set period if the license isn’t issued within it. Requirements may differ on renewal depending on the type of license, so ask the traffic unit you belong to before going. School bus drivers and highway drivers are also subject to surprise testing campaigns.

How do the steps of a surprise employee test run?
According to what the competent authorities have announced about how it is applied, the process usually goes through these stages:
- A committee at the workplace: usually including representatives of the Fund for Drug Control and Treatment of Addiction, the General Secretariat of Mental Health, and the Forensic Medicine Authority.
- Declaring medicines: before the sample is taken, the employee is asked to state all the medicines they take.
- A screening sample: a rapid test on site, usually of urine.
- Sealing a positive sample: if the result is positive, the sample is sealed and sent to a specialized central laboratory.
- A confirmatory test: carried out on the same sample with more precise equipment that can distinguish a drug from some medicines.
- The final result: sent to the employer within a set period. While waiting for it, the employee may be temporarily suspended from work.
The difference between rapid and confirmatory tests, the types of sample, and how to read a strip are all explained in our article on drug testing.
What does an employee drug test usually detect?
The list of substances varies with the type of strip and laboratory, but it usually covers the most widespread substances: hashish and bango, opioids including tramadol, heroin and morphine, stimulants such as amphetamine, Captagon and ice, sedatives from the benzodiazepine family, and sometimes cocaine. Some synthetic substances, such as strox and types of spice, may not show on ordinary strips and need special tests. The time each substance shows in urine varies with its type and the amount and frequency of use.
Medicines prescribed for you? Here’s what to do
Some legitimate medicines can give a positive screening result: painkillers containing codeine, epilepsy and anxiety medicines from the benzodiazepine class, some allergy and cold medicines, and ADHD medicines. The solution isn’t stopping the medicine before the test, which can be dangerous with some medicines. It is better to:
- Keep a recent prescription or medical report showing the name of the medicine and why it was prescribed.
- Mention all your medicines to the committee before the sample is taken, even if they seem ordinary to you.
- Ask for the confirmatory test if the first result is positive because of a medicine, since the confirmatory test can in many cases distinguish the medicine from the drug.
A wider list of medicines whose results may be confused is in the medicines section of our article on drug testing.
A positive result appeared: what are your rights?
A screening result isn’t a final verdict. According to what has been published about the regulations, the employee has the right to request examination of the sample by forensic medicine or a medical examination, within a very short period of the result appearing. This is usually at their own expense, and the amount is refunded if the result is negative. So don’t delay asking about this right. If the confirmatory test is positive, the law provides for termination of service, and the employer determines the remaining procedures. Proposals to amend this penalty have been discussed in parliament, so follow what is officially issued. The wider legal side of use, possession and medical confidentiality is in our article on the law and addiction in Egypt.
Can you ask for treatment before a testing campaign?
Yes. Officials of the Fund for Drug Control and Treatment of Addiction have stated more than once that an employee who comes forward for treatment on their own before the testing campaign reaches their workplace is treated as a patient: treatment is free and confidential, with no accountability. But anyone whose use is discovered during the campaign is subject to the law. The Fund’s hotline is 16023, and the details of free treatment are in our article on free addiction treatment in Egypt. Treatment is also possible in a licensed private hospital, and your data stays within your medical file.
Common mistakes before a work or license test
- Relying on tricks: drinking huge amounts of water, drinks or cleansers doesn’t guarantee a negative result, and may get the sample rejected or harm your body. Details are in cheating a drug test.
- Stopping a prescribed medicine suddenly: stopping sedatives or pregabalin after long use can cause dangerous withdrawal symptoms; it is better to show the prescription.
- Stopping an addictive substance suddenly on your own: can be dangerous to your health and needs a medical assessment, especially with alcohol and sedatives.
- Hiding medicines from the committee: loses you the most important evidence for interpreting the result.

How long does the result take?
The result of a rapid strip appears within minutes. The confirmatory test needs days because the sample is sent to a central laboratory. According to what has been published about the regulations, the final result is sent to the employer within a set number of working days of the sample arriving. For license tests the time varies by medical commission or accredited center, so ask about it when booking.
